01. Introduction to client

For the developments of the state, electricity is an essential and basic need. Effective implementation of electricity laws and collection of electricity duty is the basic responsibility of the department for economic development of the state. Two separate offices under the same department are known as the Chief Electrical Inspectorate and  Collector of Electricity Duty perform the aforesaid functions. Both the offices are headed by the common head of the department.



Administration of Electricity Laws, an inspection of electrical installations for ensuring electrical safety, Energy Audit and administration of Lift Laws and providing license are the main functions of the office of the Chief Electrical Inspector and several subordinate offices situated in the State. The sub-department which come under CEI and provide different services are Lift and escalators, Licensing board and Electrical inspection board.  



Perpetual monitoring of the recovery of electricity duty, which is an important revenue, being collected by the suppliers of electricity and remitted to the State Government is carried out by the office of the Collector of Electricity Duty. The function of ensuring recovery of electricity duty from the consumers having self-generation of electricity is also carried out by the office of the Collector of Electricity Duty. The sub-department which deals with electricity duty is known as Exemption of electricity duty.

02. Project overview

The purpose of this project is to digitise the manual, completely paper-based, labour-intensive and time-consuming process. The system will be built to support a robust archival and workflow system. The scope of the project would include:


  • Designing of the portal for CEICED which help users to apply across various departments in a more efficient way.Complete automation of the application process for different departments. 

  • Portal application for the registration of the application and online submission of the application with supporting documents.

  • Capturing inward and outward details of each application received by the departments.

  • Automation of internal query for the department officials

  • Integration of CEICED portal with department internal software

  • Provision for sending the queries to the applicant directly from the system.

  • The portal should have proper navigation and provide clarity of information regarding services 

  • Technical terms used by the departments cannot be changed or amended while designing.

  • Fees taken for the applications would be linked to the Gujarat Government payment gateway.

  • Digitisation of the process helps reduce corruption and eliminates mediators from the process of applying to CEICED Department.

  • CEICED provides 20 services across the departments. Every service application form needs to be redesigned in digital format.

Software used for designing of the project:

Sketch App, Invision App, Adobe Photoshop.


The most important part of the project was to understand the application form and redesign them with a better user understanding.

03. My role & contribution

I worked on the project as a Product Designer. I handled UX and basic UI of the web portal.

The initial UX started with understanding the manual process of the department which included information gathering and client meeting. As there were four different sub-departments it was essential to understand the process and the role of every user while applying for the services. 

04. Identifying users

The Ceiced e-service portal has six types of users which are identified based on department and relevant sub-department. In order to understand the user questions were asked form the client regarding the process and their interaction with the users.


Question asked from the client:

  • What is the process of applying for exemption?

  • What kind of users applies for exemption?
  • What is the content of the application?
  • What type of documents are required while submitting the application?
  • What is the time period for submitting the application?
  • After submitting the application would the user receive a certificate or license?
  • How long does it take for the application to get approved?
  • How are the queries of the user solved during the application process?
  • What fees are charged for the application service?
  • Is there any mediator between the application process?
  • Are the services of the sub-departments interlinked?
  • How is the status of the application notified to the user?
  • Is there any test involved in any department?
  • Can the application be read in different languages?
  • How can disputes be resolved between a user and the department?
  • What is the validity of the licenses offered by the department?
  • What is the process involved in misplacing the license or certificate?
  • How does the department verify the personal documents of the user during the application process?

Based on the interaction with the client a list of value proposition and users pain, gain points were analysed departmental wise.

05. Value proposition canvas

The value proposition canvas has two sides, With the user mapping, you clarify your users understanding. With the value map, you describe how you intend to create value for that user. You achieve Fit between the two when one meets the other.

Value Map:

The map describes the features of a specific value proposition in your business in a more structured and detailed way. It breaks your value proposition down into products, services, pain relievers, and gain creators.


User Mapping:

It is done to understand a specific customer segment in your business in a more structured and detailed way. It breaks the customer segment into job responsibilities, pain and gain points.   

06. Problem statement

The manual process is completely paper-based, labor-intensive and time-consuming.


Misplacing of documents and queries while filling the application increases the completion time of application. 


Figuring out the status of application and tracking becomes difficult due to the manual process.


As there are different departments in CEICED sometime it becomes difficult for the user to get information about a specific service.


Sometimes the user is exploited by the middlemen which have become the part of the process without any experience.

07. Identifying design requirements 

After detailing out the problem statement, the design requirements for the portal were identified. 


SMS and email notifications help to stay updated with the status of the application.


As it is made for Gujarat Government, making it in the Gujarati language would be an additional benefit as its the native language.


Colour coding helps in identifying the department while filing the application.


The application can be autosaved on the user dashboard.


All the information regarding the service would be available at one place & would be provided to the user before applying to the service.


A clean and simple interface so that users of different age groups and varied background can use the portal easily.


The user has to create an account on the portal which he can not interchange between the departments. This helps the department to keep a track of the user application. 

08. Portal architecture

After understanding the users and their requirements, the Portal Architecture was created which gave an idea of the flow of how the portal works.

09. Initial screens

The initial screens are the version 1 which were used to pitch the project & to give the portal understanding to the client. The wireframes for version 2 were final and are under development.

10. Final wireframes for CEICED portal

These are the final wireframes for ceiced portal, the number on the wireframe is connected to the Product architecture so that the navigation and the screens can easily be connected.

11. Final Ui designs

After working on the wireframes, final screens were worked on. These were designed keeping in mind the requirements of the users for CEICED portal.
